Recently, the government applied new way to restrict use of illegal sites. This technique is called “Server Name Indication(SNI) Field Block”. URL block the government had used before the change was useless because users could access to blocked sites by just typing “https” instead of “http”.


However, on the other hand, SNI field lock can block those ways, too. In fact, almost 800 sites were suddenly blocked after the application of this technique, so there were many people calling telecommunication company to ask if there is anything wrong on the Internet. Though this new policy to restrict illegal sites was started and applied for good reasons, there are many people opposing this policy. It’s because people worry that the government would be able to watch what people do using Internet. Also, some people say that it’s beyond the government’s authority to decide what people can see and what people must not see. Others say that by this policy, the government is now able to watch what people are doing in the Internet and block websites by arbitrarily judging the illegal and the legal.


A petition opposing this policy got more than 250 thousand agrees, so the government answered the policy. The government answered that they are sorry for not communicating enough before announcing new policy. They also said that what people are worrying will never happen and they can’t leave the victims of illegal websites alone. In addition, some experts say that the government can’t monitor what people do by using this technique, so it’s just baseless claim.

Not only normal people but also some of the members of the National Assembly also oppose this policy. Lee Eon-jae, the member of BAREUNMIRAE Party, said “This policy is created from the government’s arrogance and self righteousness and is against sovereignty of people and constitutional values. This policy means that the government even tries to determine people’s limit and standard of ethics, interfering into people’s privacy. The government excessively tries to teach or control people.


Though this policy is for good reasons, it is too excessive to censor all “https” access.” Because of the issue, people are starting to mention a novel written by George Orwell, “1984”. In this novel, a ruler called “Big Brother” monitors every people’s daily lives. Some people, because of concern about being monitored, continues to mention the novel comparing the country in the novel and Korea. As the oppositional people increasingly increase, the government announced, “Monitoring people’s private life is clearly illegal, so the government will never do such things. We understand what people worry, but it’s inevitable to stop illegal sites. We will keep people’s privacy and what sites the government blocks will be open to the public. There shouldn’t be any mercy to the illegal and no one can monitor people.”


Though the government can be able to restrict illegal websites much more strongly than before by the policy, already people find out ways to avoid the government’s block. So, some people say that it’s just a waste of time, money, and technique. The government answered that though there are ways to avoid the block, we should try to protect victims of illegal websites, and asked people to give advice if there are solutions for the avoiding technique. However, ironically, techniques to avoid censorship is developed not from illegal programmers but from foreign companies to protect people from the censorship. One of the avoiding techniques is developed at one of Google’s holding companies. Prof. Kim in Goryeo University said, “There isn’t any way to restrict Internet perfectly, so we need more communication and sympathy between the government and people.”
